The Hong Kong Monetary Authority (HKMA) has advanced its Project Ensemble pilot to facilitate round-the-clock settlement of tokenized transactions, marking a significant shift in the city's financial infrastructure. According to Cointelegraph, the regulator announced on Monday that the EnsembleTX project now supports real-value transactions at any hour, moving beyond the limitations of conventional settlement windows. This update is designed to assist banks and their corporate clients in managing global fund movements, handling treasury operations, and trading tokenized investments without waiting for traditional banking hours.

Central bank digital money as foundation

HKMA Chief Executive Eddie Yue described tokenized central bank money as the "foundation layer" for this 24/7 settlement capability during a speech at Hong Kong FinTech Week. The project, initially launched in March 2024, has progressed through several stages, including a sandbox that opened in August of that year for banks to test tokenized deposit platforms. While early trials relied on Hong Kong's existing dollar settlement system, which constrained operating hours, the current phase introduces wholesale central bank digital money to ensure continuous accessibility. Yue noted that tokenized bonds, money market funds, and bank deposits are already being utilized within this framework.

Stablecoin integration and government debt

The HKMA has also confirmed that recognized dealers have completed secondary-market trial trades involving tokenized Exchange Fund Bills, a form of short-term debt issued by the regulator. The authority plans to expand these trials to include regulated stablecoins, bridging the gap between public sector debt instruments and private sector digital assets. This move aligns with the city's licensing regime, introduced in August 2025, which mandates strict standards for reserve backing, redemption processes, and risk management for stablecoin issuers.

HSBC's rapid stablecoin adoption

Separate from the regulatory pilot, HSBC Group CEO Georges Elhedery highlighted the commercial traction of the bank's recently launched Hong Kong dollar stablecoin, RedCoin. Elhedery stated that the token reached 50,000 users approximately ten days after its debut on October 23. The bank is targeting millions of users as it expands access through its PayMe application, where over 3.3 million customers can activate stablecoin wallets. HSBC is also integrating the token into its mobile banking app and offering subscriptions to tokenized investments, including a Hong Kong dollar money market fund share class, while providing tokenized deposits to wholesale clients in multiple jurisdictions.
